Raised Hand

Who this is for: teachers · Where: Raised Hand in the sidebar, under Management & assessment.

What the law asks of you

HG 270/2014, pct. 59–60: any employee who learns of an act of violence against a child must intervene to stop it, or call for help if they cannot, and must pass the information to the director or the coordinator.

Sending a report here does both halves of the second sentence at once — it reaches the coordinator and it is recorded with a timestamp, which is what the register is later assembled from.

The page does not appear until your director opens the channel

They have to nominate a coordinator first. If the entry is missing from your sidebar, that is why.

Sending a report

Four steps, and you can send after the first one alone.

  1. What happened — tap anything that fits, or just write it. Six everyday categories are shown first; Show all the options reveals the rest, including sexual violence, neglect, exploitation, trafficking, violence at home and self-harm.
  2. About whom — search the school and pick the person. You may also describe a place instead, or leave it empty.
  3. When and where — every field optional.
  4. How you want to be known — see below.

You pick a person, not a name

The picker searches every pupil and teacher in the school and shows their photograph, because two children share a name more often than you would think and a report aimed at the wrong Ion Popescu is a real problem for an innocent classmate.

The director cannot be selected

A concern about the director does not go through this channel — it goes to the escalation contact your school configured, because HG 270/2014, pct. 62 makes the director the person who reports staff misconduct upward, which does not work when the director is the subject. Ask the coordinator.

Confidential, or with your name

There are two ways and this is the only choice that cannot be changed afterwards.

The school seesYour real name
Confidentiala codename such as Vulpe-8842encrypted; producible only on an official request from the police or the prosecutor, in a case file
With my nameyour nameshown to the coordinator

Confidential is usually right when you are afraid of being identified. With my name is usually right when you are reporting as part of your job — it is faster, and the coordinator can come and talk to you.

Your name in the text gives you away

If you choose confidential and then write your own name — or end with "cu stimă" and sign it — the page warns you and highlights the words. It will not delete them for you: it is your text, and quietly editing an account of something serious is not ours to do.

Before you send

Every submission shows a notice, and you have to tick it:

Tell the truth, as much of it as you know. You do not need proof, and it is not a problem if you are mistaken in good faith — that is what the checking is for. But deliberately inventing an accusation against someone is a serious act with legal consequences under the law of the Republic of Moldova.

The tick is recorded with the report. The order of those sentences is deliberate: permission to be uncertain comes first, because a notice that leads with the threat silences exactly the hesitant, genuine reports the channel exists to catch.

Your code

When you send, you get a code such as MR-7K4Q-2F. With that code and nothing else — no account, any device — you can check what is happening, read replies and answer questions at /safeguarding/track. Signed in, the same threads are under My reports.

Keep it to yourself. Anyone holding it can read your conversation.

If you are the coordinator or a deputy

A Cases tab appears. Every other teacher in the school sees nothing at all, so what is in front of you is not in front of the staffroom.

Working a case

  • Severity and status are yours to set; changing severity recomputes the deadline from when the case opened, not from when you noticed.
  • Ask the reporter a question. "Where exactly, and when?" is usually the difference between an actionable case and a dead one, and it works even when you have no idea who they are.
  • Intervention plan — the tasks HG 270/2014, pct. 64 expects you to produce and then monitor.
  • What was sent to whom — record each telephone call and each letter to the guardianship authority, the police or the directorate. This is what the register is built from.
  • Split out — if a merged report turns out to be a different episode, split it and it gets its own case and its own clock.
  • Escalate outside the school — the case page lists the emergency number, the police inspectorate, the guardianship authority and the escalation contact your director set, as tappable links. They sit directly above the register, because you cannot write down that you called until you know the number. If no escalation contact has been set, the card says so instead of showing a blank.

Telling the parents is off by default

On every safeguarding case. Turning it on asks you for a reason, which is recorded.

This switch reaches the parents of the pupils the case names — nobody else, and in particular never the reporter's own family. When you turn it on, the app tells you how many families were informed.

A case that names no pupil has no family to inform

If every subject on the report is free text — "the corridor", "a man outside the gate" — there is no account to resolve a parent from, so the switch would reach nobody. The case page says that instead of offering a control that does nothing. Name the child on the report first.

On some cases it cannot be turned on at all

HG 270/2014, pct. 65 forbids telling a parent suspected of abuse until the child's safety is assured. When a category points at the family, the switch is absent, not merely off.

Countersigning a disclosure does not give you a name

If a colleague raises a request to lift a confidential reporter's anonymity, you may be asked to countersign it. That step no longer opens the vault. The request then goes to the platform operator — outside the school — who reviews it and either refuses it or approves it with a time limit.

You are notified in the app either way. If it is approved, an Open the vault button appears on that request for you and the person who raised it, with the time remaining beside it. Every press is logged. When the window runs out the name is unreachable again and you would have to start a fresh request.

Nothing about this is a delay for its own sake: both earlier signatures come from inside the school the report is about, and the third one is the first that does not.

A case about you is invisible to you

If a report names you, you cannot open it — even though you are the coordinator. It goes to a deputy, and it does not appear in your queue. Being asked to recuse yourself is not the same as being unable to open the file; this product does the second one.

Choosing who reads your report

Before you send, you can ask for one named person to handle it, or say that specific people must not see it.

"Not this person" is not a request — that person is blocked from the case for its whole life, including from the notification that it exists.

If you exclude everybody the school has nominated, the report leaves the school and goes to the escalation contact instead. The form warns you before that happens.

Attaching evidence

You can attach up to 10 files to a report. Photographs have their location data removed before they are stored — a phone photo otherwise carries the GPS of wherever it was taken.

Nothing is required. A report with no attachment is a complete report.

If the signal drops

If you press send with no connection, the report is kept on your device and sent by itself when you are back online. The screen says clearly that it has not been received yet, and your tracking code only appears once it has actually arrived.

Attachments cannot be held this way — if there were any, the screen tells you how many were dropped so you can add them again afterwards.

Your class, if you are a diriginte

A homeroom teacher sees a My class tab with counts only: how many open cases concern pupils in your class, and whether any deadline has been missed.

You cannot open a case from there, and you never see a name, a report or who filed it. If you are also the coordinator or a deputy, it sends you to the console instead.

Small numbers are hidden rather than shown. Hidden is not zero — a class of 25 that you personally teach is a small population, and one case in a named category would identify the child. When any figure in a breakdown is too small, the whole breakdown is withheld, because a partial one can be worked out by subtraction. Serious categories are counted but never named.

A case that names you is invisible to you, and is not counted anywhere in your own figures.

Working a case, if you are the coordinator

A case now opens as its own page, so you can bookmark it, refresh it and use the browser's back button. Ticking a task or changing the status no longer reloads the whole case.

Alongside the evidence ZIP, the authority pack now contains the whole case as a readable PDF and an editable Word document. Both are also downloadable on their own. The Word version exists so the school can correct the dossier before the director signs it; the signed paper copy is the archive. A confidential reporter's name is in none of them.

The conversation with the reporter is a normal chat — the newest messages load first and scrolling up fetches older ones. You can send photographs and video up to 50 MB. Photographs are compressed and stripped of location data; video is not compressed, so an over-long clip has to be trimmed before it is sent.
